The assumption is that C-sec probably counts as a way to serve the hierarchy, considering the fact that c-sec is predominantly turian. If it didn't count, we run into a bit of a timing issue. We don't know what his rank was at c-sec, but it seems to me that he's been at c-sec long enough to grow jaded with it. He's also been there long enough for c-sec to assign him the task of investigating Saren.
