The next person to talk to is Cid, back at the Accessory Shop in District 1. He explains the use of the Navigation Gummi, and gives the party a book to deliver to Merlin.
Note that there's now a quick route to District 3 in the District 1 main square, across from the main gate. Go to door with the fire emblem and use fire magic to open it.
Hop across the rocks to get to Merlin's House. The main entrance is boarded up so you need to go around the left side to an opening in the wall.
Once inside, Merlin will put the Old Book in a place for future reference, and the Fairy Godmother will explain the Earthshine -- it's a summon gem, containing Simba. Now, head back to the Small House in District 3, as Cid advised. On the way, an old friend appears He wears a white T-shirt with two buttons descending from the neck. His baggy pants are blue and have a very wide, orange waistband with thin, vertical stripes on it. Cid's pants are worn rather high, with the waistband coming up to just under his ribcage, similar to the way he wore them in the Final Fantasy VII games.

Cid lives in Traverse Town now. He met Sora as a castaway, while he was running a shop away from his hometown. Now that he's back home, Cid is an active member of the town's Restoration Committee. Both his appearance and speech are rough around the edges, which belie the fact that he is a brilliant engineer. The other factor that may have a bearing is whether you're playing a downloaded saved game. Some of those are hacked and not trustworthy.
Cid is found in Traverse Town in three locations: 1 Behind the counter in Accessory Shop; 2 outside the shop, near the doors to Second District; and, 3 briefly, inside the Third District's small room. There is a legitimate time when Cid is not found anywhere. So no, not broken. GenesisSaga is correct: KH is very carefully programmed to account for any variation you can throw at it.
Rest assured there's something as yet not done that you can find. Not over the railing by the safe, not down below where Sora and Pluto first met, but near where Leon guarded the Second District's doorway early on. In Third District, is the room still Vacant? Or is its name indeed Small with its windows brightly lit? If Items still includes Old Book, deliver the book. If Items lists a Navi-G Piece item, read its description; usually a distraction and unrelated to the problem.
