Assuming you get lucky with drops and also with the assist from the Gaze of the Black Prince buff, currently it takes roughly 8 weeks from start to finish: 10 Sigil of Power and 10 Sigils of Wisdom, from 36 bosses assuming you aren't farming them on multiple raid level lockouts , should take you 1 week.
So, with WoD coming out on November 13, it would be best to have started the process on or before the week of September 16th, in otherwords, right now. Of course you have to pick up the initial quest in the line before the pre-WoD patch, the date of which is currently unknown, but I wouldn't be surprised if that was pushed live weeks before WoD. Otherwise, the removal of the Valor quest is utterly meaningless, because any shorter time between pre-patch and WoD would prevent the final two collection quests from being completed at all.
Hopefully, Blizzard have considered this and will either boost drop rates in the pre-patch, or will give enough time to account for poor luck. I realize I'm being super optimistic on the drop rates, but as I'm currently trying to finish two capes, I've noticed that I'm averaging about 11 Secrets a week, and in the early stages of Titan Runestone collecting have 4 from 7 bosses. Obviously this is a very small sample size, and the RNG gods could choose to screw me over from here on, but anybody intending to get this done should start immediately if they haven't done so already.
